Position Description
ESSENTIAL DUTIES AND RESPONSIBILITIES
Initiates and performs proactive field investigations for non-compliance with or in violation of Town codes and ordinances; performs verification and determination of the nature of the violation.

Issues citations for violations of Town codes relating but not limited to nuisance, zoning, junk and debris, housing deficiencies, and abandoned/inoperative vehicles.

Performs investigations for possible violations; photographs evidence; contacts responsible persons, landlords or tenants and performs follow-up investigations to ensure that remedial action has been taken; develops and maintains accurate case files.

Maintains integrity of work by taking responsibility and accountability for completion of work, customer interactions, and by maintaining punctuality and attendance at work.

Responds to public inquiries and public nuisance abatement complaints and answers questions related to Town Code Compliance activities by researching, interpreting, and explaining policies and regulations; addresses customer complaints and schedules site visits.

Receives, records, and investigates complaints from the public and staff regarding violations of municipal codes, ordinances, standards, and health and safety regulations.

Prepares and serves notices.

Research ownership records, prior complaints, municipal codes, and ordinances to establish whether a violation has occurred.

Explains actions required to comply with ordinances and provides remedial action alternatives.

Builds and maintains positive working relationships with co-workers, other employees, and the public using principles of good customer service.

Conducts follow-up investigations to ensure compliance; prepares noncompliance cases for legal action.

Prepares case file reports related to citations and violations.


GENERAL SUMMARY
The Code Compliance Officer I is a position that entails conducting investigative, technical, and administrative work in the enforcement of the Town Code of Ordinances, zoning code regulations, and property maintenance standards. Employees in this classification receive and investigate complaints, proactively patrol the Town, educate residents and business owners regarding code requirements and violations, review inspection reports, determine violations and prepare Notices of Violation. Work involves performing field inspections as well as interpreting technical legal provisions and administrative directives pertaining to code compliance. This position serves on the Town Emergency Management Team (EOC), and as essential/disaster personnel, may be required to be on-call 24 hours in the event of an emergency.


SUPERVISION RECEIVED AND EXERCISED
This is a full-time position and classified as non-exempt under the FLSA. The Code Compliance Officer I reports directly to the Code Compliance Chief.


MINIMUM EDUCATION AND QUALIFICATIONS
High School Diploma from an accredited institution or Equivalent required.

One (1) years’ experience in code compliance/enforcement and the enforcement of municipal codes required, and/or an equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities necessary to perform the essential duties of the job.

Current CPR & First Aid Training (must obtain within 3 months of hire).

Must possess a valid Florida driver’s license with an acceptable driving record.


REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
To perform this job successfully, an individual must be able to perform each duty satisfactorily. The requirements listed below are representative of the knowledge, skill and or ability required.

Ability to use initiative, discretion, and judgement within established procedures, guidelines, and rules; as well as manage situations requiring diplomacy, fairness, firmness, and sound judgement, while defining problems establishing facts and drawing valid conclusions.

Ability to interpret and apply Town, State, and Federal policies, laws, and regulations.

Ability to establish, maintain and promote effective working relationships with co-workers, other agencies, and the public.

Ability to communicate effectively, both verbally and in writing.

Must be computer literate with knowledge of Microsoft Word, Excel, Access.

Able to read, write, and speak English and Spanish.

Exercise high level of confidentiality.

Research, interpret, explain, and apply applicable codes, ordinances, and regulations related to zoning, nuisance abatement, and health and safety issues.

Inspect, identify violations, and enforce applicable codes, ordinances, laws and regulations with impartiality and efficiency.

Ability to prepare and present Code Compliance Cases before the Special Magistrate.

Knowledge of ordinances, policies, and procedures of the Town.


WORK AND PHYSICAL DEMANDS

Work may be performed in an indoor and/or outdoor field environment; travel from site to site; exposure to noise, dust, grease, smoke, fumes, noxious odors, gases, mechanical and electrical hazards, and all types of weather and temperature conditions may be present. Primary functions require sufficient physical ability and mobility to walk, stand, and sit for prolonged periods of time; to frequently stoop, bend, reach, twist, grasp, and make repetitive hand movement in the performance of daily duties. While performing these duties employee may be required to exert up to 25 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. May require finger dexterity: picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling. Specific vision abilities required by this job include close and distance vision, peripheral, and depth perception.
