Located on the Palouse, in the heart of the inland northwest, Moscow, Idaho, has approximately 26,000 residents. Moscow has a Council-Mayor form of government consisting of six at-large Council members and a Mayor. The City employs 165 FTEs and has an annual budget of $102 million. City of Moscow divisions are categorized into four groups including Administration & Public Safety (Finance, Information Systems, Legal, City Clerk, Police, Moscow Volunteer Fire Department); Community Planning and Design (Planning, Engineering, Building Safety, Grants, Economic Development/Urban Renewal Agency); Public Works & Service (Water, Water Reclamation and Reuse Facility, Stormwater, Sanitation, Streets, Fleet, Environmental Services); and Recreation Culture and Employee Services (Parks, Recreation, Arts, Community Events, Human Resources).

The Community Planning and Design Group consists of 20 employees across five divisions, including Planning, Building Safety, Engineering, Grants, and Economic Development/Urban Renewal, with an annual budget of $2.6 million. The Community Planning & Design group oversees all land use planning, public and private construction permitting and inspection services, public works engineering design and construction, capital construction planning and administration, grant administration, and compliance, and may also include oversight of the Moscow Urban Renewal Agency.

This position is open due to the pending retirement of the current City Supervisor and the promotion of the current Deputy City Supervisor – CPD to the City Supervisor. The Deputy City Supervisor reports to the City Supervisor, overseeing and coordinating the activities of the assigned group and special projects in keeping with the policies and goals of the City of Moscow. This position is an upper-management position that also supports the City Supervisor in providing effective, professional leadership while positioning the City to meet the community's current and future needs. Additionally, this position serves as the Executive Director of the Moscow Urban Renewal Agency.

Successful candidates will possess comprehensive knowledge and understanding of the principles and practices utilized in municipal government, including public administration, municipal finance, municipal law, land use planning, capital planning, public relations, and personnel management. Proven ability to maintain positive relationships with community groups and agencies, private businesses and firms, and other governmental units is critical. Knowledge of regulations, laws, and principles of land use planning, building construction, urban renewal, and public works construction and engineering principles is preferred.

A combination of education and experience is required, including graduation from an accredited four-year college or university with a degree in public administration or a comparable field. Additionally, five (5) years of increasingly responsible experience in municipal government management is required, including at least two years' experience at the department head or management level. A Master's degree in public administration or a comparable field is desirable.

Responsible for the full range of management activities in assigned areas, including managing department/division activities, personnel management, monitoring budget expenditures, developing and revising operating procedures, prioritizing special projects, and coordinating department/division activities with other departments.

As assigned, represent the City in partnerships with outside agencies, with the public at various meetings and events with community groups, outside agencies, and the public.

Serve as a member of the City's executive management group. Assists City Supervisor in developing, preparing, and administering operating and capital budgets and developing overall fiscal management policy and direction.

Maintain effective working relationships with elected officials, City leaders, department heads, and other City staff. In areas of direct responsibility: manage; select, train, motivate, and evaluate assigned personnel; provide or coordinate staff training; work with employees on performance issues; direct and coordinate the work plan for assigned staff; assign work activities, projects, and programs; monitor workflow; review and evaluate work products, methods, and procedures.

Perform policy, program, and process analysis, including conducting research, identifying relevant issues, summarizing findings, preparing reports and other materials, presenting results to various stakeholders, reporting on strategic initiatives and citywide engagement.

Respond to questions and comments from the public in a courteous and timely manner; communicate and coordinate regularly with others to maximize the effectiveness and efficiency of interdepartmental operations, activities, and messaging.

Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of public administration; present new developments as appropriate.

The City Supervisor may assign a Deputy City Supervisor to serve as temporary City Supervisor when the City Supervisor is unavailable.
