Responsible for directing the City's human resources and risk management functions. Peachtree City is specifically looking for a highly motivated candidate that can take our Human Resources division to the next level. We are looking for a dynamic leader who can bring new ideas to the table on personnel management, technology implementation, dynamic employee engagement, creative recruitment, and implementation of best practices. Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee appraisals.
Coordinates, assigns and reviews work and establishes work schedules: maintains standards; monitors status of work in progress; inspects completed work assignments; answers question; gives advice and direction as needed.
Advises management in the appropriate resolution of employee relations issues according to City policies and governmental laws; administers plan for resolving employee grievances and disciplinary appeals; and conducts investigations.
Coordinates with department heads to identify department staff requirements; directs and oversees the recruitment selection process, including developing and/or modifying job descriptions and identifying hiring criteria; participates in interviewing, testing, and reviewing references of candidates for Assistant Director/Chief positions and above
Provides support to the Mayor, City Council, City Attorney, and City Manager as needed.
Serves as a member of the City's executive leadership team; provides information and recommendations; and assists in making decisions.
Develops, interprets, and recommends changes to policies and procedures related to personnel management. Develops and updates the City's Personnel Policy Manual.
Identifies legal requirements and government reporting regulations and ensures compliance.
Directs and oversees benefits and retirement programs, including annual benefits and wellness fair/open enrollment for employees. Works with benefits consultants, City Manager, Assistant City manager, and Financial Services Director in making renewal and budgeting decisions on benefit plans.
Directs and oversees the City's wellness Program.
Serves on the City Pension Board; works with actuary, trustee, and investment manager to make strategic decisions on managing the pension plan.
Prepares and manages the department budget.
Administers and develops the City's substance abuse program in compliance with established policies; ensures pre-employment, post-accident, and random drug tests are conducted.
Administers and develops the city's performance management program; reviews all employee Performance Talks and discusses content with department management as needed.
Provides and/or schedules training classes for employees. Develops and implements in-house training programs for all city staff.
Serves as a member of the events committee for all citywide employee events.
Develops and implements the City's employee award program.
Develops and oversees the City's safety program; reviews accidents and worker's compensation reports and makes recommendation to reduce accidents.
Serves as the ADA Coordinator for the city to ensure compliance to all ADA regulations
Responds to open records request.

The City Manager's Office assigns work in terms of department goals and objectives. The supervisor reviews work through conference, reports, and observation of department activities.
Guidelines include federal, state, and local laws; the City Personnel Policy Manual; benefit plan documents; and retirement plan documents. These guidelines require judgment, selection, and interpretation in application. This position develops department guidelines.
The work consists of varied administrative supervisory, and management duties. The variety of duties and strict regulations contribute to the complexity of the position.

This position has direct supervision over Senior Human Resources Analyst (1) and Employment Specialist (1).
Requires bachelor's degree in management, Business\Public Administration, Human Resources or similar course of study.
Master's degree in human resources or related field is preferred.
Requires seven (7) years of progressively responsible experience in all facets of Human Resources or an equivalent combination of education, training and experience.
SHRM Senior Certified Professional Certification or HRCI Senior Professional in Human Resources Certification is required; however, not required with a master's degree.
Must possess and maintain a valid state driver's license with an acceptable driving history.
