Online Permitting & Payments



Welcome to the City of Plymouth's online permit portal. You may apply and pay for specific permit types directly through this site. For all other permit types, please email your application to [email protected] for processing.


Note on Online Payments: Online payment is available for all permit types, regardless of whether the application was submitted online or via email.


Important Requirements


  • Registration: To apply online, contractors must have an active account. To register for an account, click here.

  • Digital Plan Delivery: Upon approval, your plans will be emailed to you as a PDF attachment along with your permit invoice. A copy of these approved plans must be available on-site for all inspections.

  • Water Meter Pick-up: If you are paying for a residential Water Meter, you must visit Plymouth City Hall to collect the physical meter before an inspection can be scheduled. If you are paying for a commercial Water Meter, you must visit Plymouth Maintenance Facility to collect the physical meter before an inspection can be scheduled.



Building Department Permits

Contractors with a current state license on file may apply and pay for the following residential permits online. To link your existing BS&A account, please call 763-509-5430.

  • Building: Reroof, Reside, or Window/Door Replacement (within existing openings)

  • Electrical: New Construction, Temp Service (residential new construction only), or Saver Switch

  • Mechanical: A/C Replacement, Furnace Replacement, A/C and Furnace combo, or New Construction (residential new construction only)

  • Gas: Gas Fireplace/Gas Line

  • Plumbing: Water Heater, Water Softener, or New Construction (residential new construction only)

  • Storage Tanks: Residential (new construction only - 500 gallons or less)

  • Tents: Residential or Commercial






Engineering Department Permits

Contractors performing work in the right-of-way must be registered with the Engineering Department and have current insurance on file to apply for:

  • Grading Permits

  • Right-of-Way Permits

  • Small Cell Permits

  • Encroachment Agreements
