Homeowner Application for Permit
Submit a permit application online.

If your Permit falls under any of these categories - please select the Zoning Pre Approval Permit for your first step.

Accessory Structures (i.e. Sheds, Detached Garages, Pergola, Screen Porches/Patios, Awnings, Paved Patios, Artificial Turf); Pools; Cell Tower; Signs; Boat dock; Commercial Addition; Commercial New Construction; Commercial Alterations that include facade modifications); Demolition (if in historic district); Gas/Generator; Modular (Commercial); Manufactured homes; Residential Addition; Residential New Construction; Re-Roof (if in Historic District); Tents; Solar (only if Ground Array system).


Contractors: If you are a contractor, engineer, surveyor, or design professional, you will be required to log in to your contractors account before applying for a permit. If you do not have an account, you will need to create one. Begin by using the “CLICK HERE IF YOU ARE A CONTRACTOR/DESIGN PROFESSIONAL” option below and choose Register. Enter your username, email and password and click create. You will be asked for a web pin. Please contact The City of Winter Garden to to receive your pin. Once you receive your web pin, you can log in and make your application request. Note: If a contractor attempts to submit an application as a homeowner, the request will be denied.


Homeowners: You may apply for a permit as an owner-builder. You may only apply for a permit for a building or residence that is for your own use or occupancy. To qualify for this exemption the owner must personally appear at our office and sign the building permit application.

Please Note: If a building or residence that is built or substantially improved is sold or leased within 1 year after the construction is complete (final inspections have passed), the law will presume that it was built or substantially improved for sale or lease, which violates the exemption. Please see Florida Statutes 489.103 (7)(a), 4(c) for more information.


To perform the property search for the online application process, please search using one of the following methods: Name, Parcel Number, or Address.


Name: Can search by first & last name or just last name.


Parcel Search: Enter format as ##-##-##-##-####. The number can be found on your tax statement or you can look it up at https://ocpaweb.ocpafl.org/dashboard


Address: If your address does not appear, enter the house number only and click search. Choose the property from the list that populates. If you still do not see the address, please use the link for the Orange County Property Appraiser's Office to determine if your property is in the city limits or in un-incorporated Orange County. If the municipality is listed as un-incorporated, please contact Orange County for permitting questions.
